Refund Policy

This Refund Policy governs the refund terms for IPv4 address purchases, leases, and service transactions conducted through IPv4Center.com ("Platform"), operated by Centerium LLC ("Company", "we", "us"). By using our Platform, you acknowledge that you have read and accepted this policy.

1. General Refund Policy

IPv4 address purchases made through IPv4Center.com constitute digital products and services involving irreversible transfer operations recorded at Regional Internet Registries (RIRs). Therefore, completed IPv4 address purchase transactions are non-refundable.

2. Refunds for IPv4 Address Purchases

The technical and legal reasons why refunds cannot be issued for IPv4 address purchases are outlined below:

  • IPv4 address transfers are officially recorded by the relevant Regional Internet Registry (RIPE NCC, ARIN, APNIC, LACNIC, AFRINIC).
  • Once a transfer is completed, IP address ownership is permanently assigned to the new holder and cannot be reversed.
  • Changes made in RIR records are carried out under international internet governance rules and cannot be unilaterally cancelled.
  • Prior to purchase, the buyer is provided with a detailed report covering the IP block's blacklist status, BGP history, and other technical specifications.
  • By signing the purchase agreement and completing payment, the buyer accepts all terms and conditions.

3. Lease Cancellation and Refunds

The following terms apply to IPv4 address lease transactions:

  • The lease agreement is valid for the specified term and may be automatically renewed at the end of the period.
  • The lessee may terminate the agreement by providing written notice at least 30 days before the end of the lease term.
  • No refunds are issued for lease periods that have already been paid.
  • During the lease term, ownership of the IP addresses remains with the lessor; the lessee holds usage rights only.
  • In the event of early termination of the lease agreement, payment obligations for the remaining term may continue.

4. Pre-Transaction Disclosure

The Platform provides the following information prior to any transaction to ensure buyers make informed decisions:

  • Comprehensive IP block blacklist scan report (300+ databases)
  • BGP announcement history and RPKI validation status
  • Current status and reputation analysis of IP addresses
  • Presentation of the agreement clearly stating all terms and conditions before payment
  • Explicit disclosure and acknowledgment that refunds are not available

5. Exceptions

The following exceptional circumstances may be considered:

  • If a transfer is rejected by the RIR, the amount paid will be refunded or an alternative IP block will be offered.
  • If the seller is found not to be the legitimate owner of the IP block in question, the buyer's payment will be fully refunded.
  • If a transaction cannot be completed due to a platform-related technical error, the payment will be refunded.

6. Dispute Resolution

The following process applies for disputes related to refund requests or transaction objections:

  • The buyer must submit their objection in writing to [email protected].
  • Our Company will review the application and respond within 15 business days.
  • If an agreement cannot be reached between the parties, the courts and enforcement offices of the State of Delaware, United States, shall have jurisdiction.
  • All disputes shall be governed by the laws of the State of Delaware, United States.

7. Payment Security

All payments are processed through secure payment infrastructure. Credit card payments are subject to 3D Secure verification. For wire transfer payments, the transaction is initiated only after the payment is received in the Company's accounts.
