What Is a Sponsoring LIR Agreement?
A Sponsoring LIR Agreement (formally "Independent Assignment Request and Maintenance Agreement") is a contract that enables end-user organizations to obtain internet number resources — such as ASNs and Provider Independent (PI) address space — without becoming a direct member of a Regional Internet Registry. The sponsoring LIR (Local Internet Registry) acts as the administrative intermediary, submitting resource requests on the end user's behalf and maintaining the registration records.
Under this arrangement, the LIR assumes responsibility for keeping the RIR database objects accurate, paying the annual registry fees, and ensuring the end user complies with registry policies. The end user retains full operational control of the resources — they configure BGP routing, manage reverse DNS, and handle abuse contacts independently. The LIR's role is purely administrative, not operational.
The agreement typically specifies a one-time administration fee (covering the initial application and setup) and a recurring annual maintenance fee (covering the LIR's ongoing registry relationship costs). If the sponsoring relationship is terminated, the end user must find a new sponsoring LIR within a registry-defined period (typically 30 days for RIPE NCC) or the resources may be reclaimed.
ASN Registration Requirements by RIR
RIPE NCC uses a sponsoring LIR model where non-members obtain ASNs through an existing RIPE member. The sponsoring LIR submits the assignment request along with the signed sponsoring agreement and documentation proving the end user's unique routing policy requirement — in practice, this means the network must be multihomed or planning to multihome with at least two upstream providers. RIPE NCC processes ASN requests within 1-3 business days once documentation is complete.
ARIN allows direct ASN assignment to organizations that are ARIN members or have signed a Registration Services Agreement (RSA). The applicant must demonstrate a unique routing policy by providing details of at least two peering connections. ARIN charges a one-time registration fee and annual maintenance fee directly to the resource holder. There is no sponsoring LIR model — all holders maintain a direct relationship with ARIN.
APNIC requires ASN applicants to be APNIC account holders (members) or to use a sponsoring organization similar to RIPE's model. The minimum requirement is a demonstrated need for a unique routing policy. LACNIC requires membership and proof of multihoming intent, while AFRINIC follows a similar direct-membership model with multihoming justification. Across all RIRs, the common requirement is demonstrating that existing ASNs cannot serve the applicant's routing needs.
